Community Capability Trust (CCT) Pillars

Over the next 10 years, starting from April 2022, the CCT will support the sector's needs by focusing on 6 capability-building areas, while promoting the use of an organisational health diagnostic to help SSAs prioritise areas of capability building and guide them on what to seek funding for.

Organisational Health Diagnostic Scheme (OHDS)

To support organisational health (Org Health) diagnostic for strategic planning of capability and capacity building efforts.

What's in it for SSAs?	Korn Ferry, NCSS' appointed consultant, will provide the following: Third party objective view and in-depth findings* of your organisation's current Org Health, using the Organisational Health Framework for Social Service (OHFSS) 3-Year Strategy Document with recommended strategies to strengthen your organisation further *By carrying out qualitative and quantitative data collection (e.g. FGDs, surveys and document reviews)
How do SSAs apply for OHDS?	Apply for OHDS on OurSG Grants Portal. Refer to the step-by-step guide for the application!
Eligibility Criteria	SSAs are eligible to apply for the scheme if they have: Attended an OHFSS Workshop, as part of the Org Health Masterclass initiative, and Completed the OHFSS Assessment These workshops provide guidance to SSAs on how to utilise the OHFSS as they self-assess their organisation and gain insights into their results. Register for the OHFSS Workshops, if you have not already done so!
Assessment Criteria	SSAs are assessed based on: Leadership and/or Board Commitment to Org Health Recent intervention in Org Health i.e., completed some interventions in the past 3 years Clear articulation of plans in Org Health i.e., concrete potential time-bound plans in Org Health in the next 3 years
What funding support is available?	Funding support at 80% by NCSS, co-funded at 20% by SSA (<$6,000)
What deliverable is expected of SSAs?	SSAs to identify 1 plan from the 3-year strategy document for implementation within 1 year.

KF will work closely with you over 4 to 6 weeks period (~20 to 30 hours) to accelerate journey towards your desired vision and aspiration.

Tech-and-GO!

To provide holistic support for SSAs to adopt innovation and technology to increase productivity and enhance service delivery.

Tiered funding in key areas of tech subsidy and consultancy & coaching subsidy to support all SSAs of different digital maturity and various stages of digitalisation journey.

For each tier, SSAs can be supported in terms of (1) technology subsidies to take-up ready technology and (2) consultancy and coaching subsidies to help SSAs identify potential solutions, manage projects and upskill staff.

Open Grant

CCT Open Grant

To cater for SSA-initiated capability- and capacity-building projects.

Funding to support innovative, collaborative and grounds-up projects that scale impact at the sector level, as well as projects that develop the SSAs’ competencies to enhance productivity & ability in service delivery.

We would strongly encourage for SSAs to discuss their proposals with NCSS before submitting the application for Open Grant. SSAs can write to CCT_Enquiries@ncss.gov.sg and the relevant NCSS staff will be in touch with you.

1. Collaborations between at least 2 SSAs, or sector development project proposed by 1 SSA that can be scaled to benefit other SSAs (need to include detailed plan)	2. Capability-building projects \refers to initiatives where the scope is not covered under existing CCT schemes (e.g.: a Strategic Review of the SSA’s position and services within the larger social service landscape). *Strategy Development projects which diagnose and propose improvements to organisational health are best supported under the Organisational Health Diagnostic Scheme instead.

Deliverables

Assessment Criteria

Clear articulation of how the proposed project contributes to the desired outcome in developing sector or SSAs’ competencies to enhance productivity and ability in service delivery
Alignment with CCT outcome of strengthening capabilities for more sustainable, efficient and effective service delivery
Feasibility based on methodology, budget and timeline, etc.
Leadership and/or Board commitment to the project
The project should not have commenced, received other sources of government funding or be recurring in nature
SSAs are encouraged to put in an application at least 3 months before the intended start date of the project to allow sufficient processing time
Excluded project scopes include: Recurrent costs (e.g. maintenance, headcounts), vehicles, cyclical works and other OOE for govt-funded progs

Disbursement Procedure

Upon approval and within two weeks of the issuance of the approval package, successful applicants are required to accept the Letter of Award for the disbursement of 50% of funding.
During the project, SSAs will provide interim updates on their progress via OSG every 6 months or at stipulated milestones.
Within two months of project completion, SSAs must submit the following to facilitate disbursement of the remaining 50% of funding:
- Certified true copies of invoices (where relevant);
- Completed 6-monthly interim/milestone updates via OSG;
- Any other required documents communicated to SSA at the time of approval
