34 Enforcement Actions, Including Fines Of 300 Dollars Imposed On Two Members Of The Public, Taken For Non-compliance Of Safe Distancing Requirements At Hawker Centres

From Sunday 12 April 2020, patrons without masks will be turned away from 39 markets with access control measures

Singapore, 11 April 2020 – About 320 NEA enforcement officers were deployed today, to conduct inspections on compliance with elevated safe distancing measures at markets and cooked food sections of hawker centres. The enforcement officers were supported by a further more than 200 SG Clean Ambassadors. While there were some periods in the morning where popular markets attracted more crowds and queues formed after the allowable capacity of the markets had been reached, the crowds today were observed to be about 30% to 50% less compared to yesterday, including at hotspot markets like Geylang Serai, Block 505 Jurong West Street 52, and Block 104/105 Yishun Ring Road.

2          During inspection rounds on 11 April 2020, a total of 34 enforcement actions were taken against members of the public who disregarded the safe distancing measures at markets and cooked food sections of hawker centres. This was less than the 68 enforcement actions taken yesterday. These included two cases where fines of $300 will be imposed on two persons, who were found loitering or sitting in and around the cooked food sections of hawker centres with clearly no intention of purchasing food, in accordance with the COVID-19 (Temporary Measures) Act 2020. The enforcement actions will be tightened from 12 April 2020 onwards, where a fine of $300 will be applicable in the first instance, and for repeat offenders, higher fines will be imposed or there will be prosecution in court for egregious cases. 

Patrons should don a mask when visiting markets

3          On donning of masks, about 90% of patrons and stallholders at markets islandwide were observed to be doing so today. While this is a heartening observation, NEA urges patrons to continue to don masks when visiting all markets. From Sunday 12 April 2020, patrons without masks will be turned away from 39 markets with access control measures in place, such as controlled entry and exit points (see ANNEX – list of markets). Given the crowded and closed-in environment in markets, all patrons should wear masks for their own safety and well-being, as well as that of other patrons.
